The greed of the people makes them resort to unethical ways. This makes the task of the people guarding borders and ensuring adherence to the rules challenging. International Customs Day was initiated by the “World Customs Organization (WCO)” in 1983 to honour customs officials and agencies that work to ensure effective world trade management. The day highlights the role of customs in maintaining the flow of goods across borders and ensuring the smooth functioning of trade operations. The day, observed in over 180 member countries, commemorates the inaugural session of the Customs Cooperation Council (now the WCO), held on January 26, 1953.
Customs refers to the duties or taxes imposed on goods imported or exported and the systems and regulations governing this process. Customs practices date back to the earliest forms of organised trade in human history. With the growth of population and increase in needs, humans started trading what they had in excess to what they needed from others. The barter system flourished, and transactions happened without using money. With the disparity in the availability of goods and gaps between what one has and wants, the need for a common denominator that can be used with everyone has resulted in the birth of money as a monetary form. Standardisation happened with the introduction of metal coins and paper money, making trade more manageable and reliable. Governments introduced taxes or duties on goods transported across regions to enhance the exchange of goods.
The earliest known reference to customs duties originated in Mesopotamia and the silk route. The formalisation of customs started with the emergence of nation-states. Over the period, customs duties became a significant source of income for governments. The origin of customs in India dates back to ancient times, reflecting the country’s long history of trade and commerce. It is reported that customs duties have been formally regulated during the Mauryan period. Customs tariffs and trade regulations are mentioned in Kautilya’s Arthashastra. Customs is a key part of India’s economic framework, facilitating international trade while safeguarding against illegal goods and activities. The Customs Act of 1962, enacted in India, continues to govern customs administration, and more than 73,000 people work for it.
